Built on an area of nearly 15,000 m2 at Lot H7 - Ba Dinh Political Center - 22 Hung Vuong, the work is a part of the technical facility systems serving the National Assembly.

The total construction floor area is 36,080m2. The design is a combination of two main blocks with overlapped rectangles: 3-storey high podium with large area, 6-storey rectangular tower with a long rectangular shape, located from 4th floor to 9th floor. In addition, the building also has 2 basements with a capacity of 400 cars and 400 motorbikes.
The project was designed by Vietnam Investment Consulting and Construction Designing Joint Stock Company - CDC. The winning contractor is Hanoi Construction Corporation.
